Why do they make the egg dye tabs look like candy?

My 6 yo - yes H1 - ate one of the dye tabs yesterday - I mean I would have thought H3 at 1 1/2 year old was more at risk... She thought it was a sweettart! She spit it out - but we didn't know that at first. I called poison control - EVEN THOUGH the package said non-toxic.Apparently at this time of year they get 40-50 calls PER DAY like mine..Per poison control - They are OK - they are food grade
